[SRU v1.3.3 to bionic and cosmic] - ubuntu still ships old version of KDEConnect

Bug Description

The latest release is v1.3.3, but somehow v1.3.1 is still shipped to latest Kubuntu systems.
Test: try updating KDEConnect to latest version through `apt`
Current: v1.3.1 is the latest version
Expected: v1.3.3 is the latest version

System: Fresh install of Kubuntu 18.04

P.S: the latest companion app (See: https://f-droid.org/en/packages/org.kde.kdeconnect_tp/ ) involves a breaking change for people with old version(1.3.1) of KDEConnect.
v1.3.3 was released two months ago

Changes since 1.3.1:

- [Security fix] Don't disable all modern SSH encryption algorithms.
- Remote media player info didn't update under some circumstances.
- Remove characters from commands UUIDs that aren't legal in URLs.
- New notifications now appear on top and not in the bottom of the list in
the plasmoid.
- Dismiss notifications icon is now consistent with the one in Plasma.

Changes since 1.3.2:
- Fix crash when linking against KIO 5.51

Also note that file browsing using KDE Connect won't work unless the
desktop app is at least version 1.3.2, as we have already rolled out the
Android app with the matching security fix.

[Test Case]

 * File browsing - Pair with a device running the latest android app, and confirm that file browsing of the target device is possible again.

* Other fixes, verify where issues can be reproduced on original package version.

[Regression Potential]

* Low as this updates has been released for several months with no major regressions reported upstream. However, regular users of KDE connect should verify that functionality they normally use has not regressed.

Accepted kdeconnect into cosmic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/kdeconnect/1.3.3-0ubuntu0.18.10.1 in a few hours, and then in the -proposed repository.

Tested for Bionic and Cosmic.

The major fix ('security'), which is the remote file browsing works for me, whereas it did not work with the current release pocket versions.

Remote media player information seemed to work fine, and notification in the widget appear at the top.

Most importantly, although I am not a frequent kdeconnect user, I did not notice any apparent regressions is as many of the other features that I was able to test.

Tested for Cosmic. Before the update, kdeconnect simply didn't work - computer couldn't find phone; phone couldn't find computer. Since the update, they are miraculously connected once more. Remote control of amarok works flawlessly. Notifications work as they should. Remote file browsing works!

Once I enabled KDE connect permissions, KDE Connect worked fine for file browsing, remote control, receiving and sending texts, and phone notifications. Verified on Android 8 & 9 phones with Cosmic.
