How can I reproduce the problem?

I tried the following using a clean chroot:

1) I removed the "restricted" section from my /etc/apt/sources.list, and updated the apt-cache (or installing 418 it would be impossible)

2) I installed the 418 driver (using the nvidia-driver-418 metapackage). It is the 418.74-0ubuntu0~18.04.1 version which I copied from ppa:oem-solutions-group/nvidia-driver-staging into the following PPA, for easy access (since it was superseded in the original PPA):

3) I re-added the "restricted" section in my /etc/apt/sources.list, and updated the apt-cache.

4) I did a dist-upgrade, and I could not reproduce the problem, since the upgrade from 418 to 430 went smoothly.

I can not reproduce this issue by stock Ubuntu either.
However I can keep seeing this issue in the OEM image.

There is no upgrading issue when using nvidia-graphics-drivers-430 430.50-0ubuntu1~0.18.04.3 on ppa:albertomilone/lp1847979.
However xserver-xorg-video-nvidia-418 is removed and xserver-xorg-video-nvidia-430 is not installed.

Regarding comment #5, xserver-xorg-video-nvidia-430 depends on xserver-xorg-core so it is not installed.
This platform is using xserver-xorg-core-hwe-18.04 instead.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.
