dpkg/debhelper building with noudebs by default broken linitian

New dpkg/debhelper in ubunty imply "DEB_BUILD_OPTIONS=noudeb" build profile, which makes lintian FTBFS and fail its autopkgtest, as somehow when building udebs as part of the testsuite doesn't produce them, and everything is sad.

This is now holding up migrations. Please mark linitian as badtest, i will try to fix the next upload of lintian to work correctly with now implied `noudeb` build profile.

Please badtest current lintian in hirsute-release & hirsute-proposed.
