the package fails to build with the current state of unstable / Ubuntu
impish.

(the messages are actually slightly different in Ubuntu). This seems
pretty benign really and probably the tests should be relaxed?

I've tested the patch from comment number 2 and request-tracker4 built fine with some minor changes to the patch.

And actually come to find out a fix is committed in the Debian packaging for request-tracker5.

I applied the patch mentioned in comment #6 and request-tracker4 builds fine with it. I do not believe Debian maintainers will be releasing this fix before Impish release, then I am proposing to add this as a delta now to get in the latest changes. I attached a debdiff with the proposed package.

Since request-tracker5 is a new package in Impish I believe this would not worth a delta, but since this is straightforward I am also attaching a debdiff which fixes the FTBFS.
