Bug Description

qt6-base has an explicit dependency on libssl1.1. We want it to be more flexible to the matching version provided by libssl-dev, mostly to pick up a dependency on libssl3.

Port commit 531c31ae58aefc7c from salsa qt-kde-team/qt/qtbase to address overly-specific dependency on the openssl version.

Also, have done some very basic testing, in the form of building qt6-base examples/network/secureudp{client,server} and having them talk to each other while verifying that libssl3 is in use by way of lsof.
