Bug Description
On Budgie Desktop v10.8, the Power Settings popover from the Status Indicator Applet does not always reflect the correct mode shown by Budgie Control Center's power panel.

Steps to reproduce:
- Fresh install of Ubuntu Budgie Mantic running on a laptop
- On initial login, click the battery icon to open the power settings popover
- Power Saver mode is selected
- Open Budgie Control Center
- in BCC, the mode is correctly shown as Balanced
What I expected to happen:
Popover mode should match the mode show in Budgie Control Center
What happened instead:
Popover showed Power Saver while BCC showed Balanced.
This appears to be an issue of the applet simply defaulting to showing "Power Saver" mode on login regardless of the mode that is currently active.
