cannot activate ufw in live mode (/ is world-writable)

Bug Description

In ubuntu desktop i386 8.04 beta cannot activate the "ufw" firewall in live mode. I get an error message that "ERROR: / is world writable!".

I would expect that I can use the firewall also while in live mode. Actually, I am working with ubuntu on a USB memory stick, however, I get the same result when working of the CD-ROM.

Note that this is not a regression. Root has always been world writable on the CD (having personally checked back as far as 6.10).

I get this if I do sudo ufw status from my laptop (no CD involved).
