[Xubuntu] Mouse wheel switches workspaces when mouse cursor is on desktop background by default

Bug Description

This confuses people who scroll content of a window and accidentally move mouse cursor out of window. Workaround: Change the setting in Window Manager Tweaks.

I'm having the same problem in Ubuntu with GNOME. I have no idea where to disable this.

Setting the package to xubuntu-default-settings since a configuration issue, not a bug in xfwm4.
