having the subscribing options before the subscribers list would be nicer

Bug Description
the ubuntu bugs tend to have a lot of subscribers so you have to scroll to subscribe somebody to the bug which is not optimal

I'd second that. It's very annoying. It also now requires 2 clicks to subscribe instead of one. So either this action should be move out of the Subscribers menu or the menu should be allowed to be always uncollapsed.
