This is also a problem in 1.0-2ubuntu1 in Intrepid.
This isn't a problem in 1.0-2 from Debian unstable, so must be some problem in the Ubuntu merge.

This bug was fixed in the package filelight - 1.0-2ubuntu2

---------------
filelight (1.0-2ubuntu2) intrepid; urgency=low

  * Remove documentation, it conflicts with the -l10n package (LP: #245974)

This bug doesn't qualify for a stable release update since filelight-l10n was not present in versions prior to hardy, thus it will not cause update issues, the files provided by -l10n are in hardy also provided by the filelight package itself (that is the error causing issue here).

So from my point of view, while the package is not installable it doesn't cause troubles at upgrades nor does it prevent users from getting translations, thus I think it's not SRU worthy.
