"No, I'd like to report a new bug" scrolling is jarring

Bug Description
1. Choose "Report a bug" from any project page.
2. Enter a summary that is similar to at least one other report in the same project.
3. On the next page, click "No, I'd like to report a new bug".
What happens: The page scrolls suddenly, including the radio button you just clicked.
What should happen: The page should not scroll suddenly.
One way of fixing this (as suggested in bug 89146) would be to present suggestions live underneath the summary and description fields (using XHR), instead of requiring people to enter a summary and then go to a separate page. That way, the page would not need to scroll at all.
A shorter-term fix would be to animate the scrolling smoothly using JavaScript.
