Detect internet connection before trying to check for updates

Bug Description

Currently when you are not connected to the internet and try to check for updates, you get a long message about all files update-manager failed to fetch. Update-manager should check if an internet connection is present before trying to fetch those files and give a simple error message when there is no internet connection.

This is fixed in the maverick version of update-manager (that uses aptdaemon).
