whois package contains unrelated binary 'mkpasswd'

Bug Description

The 'whois' package installs '/usr/bin/mkpasswd'.

This is strange, because mkpasswd and whois are completely different programs, doing completely different things.

I suggest splitting mkpasswd out into its own package.
