during netboot install dpkg upgrade from 1.14.16.6ubuntu3 to 1.14.16.6ubuntu4 doesn't update /sbin/start-stop-daemon

Bug Description

Binary package hint: debian-installer

During an installation of Hardy using the latest netboot image (http://us.archive.ubuntu.com/ubuntu/dists/hardy/main/installer-i386/20070308ubuntu40.4/images/netboot/netboot.tar.gz), dpkg package gets upgraded from version 1.14.16.6ubuntu3 to 1.14.16.6ubuntu4 when applying Hardy updates. Once the installation is finished, you will notice that /sbin/start-stop-daemon doesn't get upgraded and it still belongs to dpkg version 1.14.16.6ubuntu3. Reinstalling dpkg ("aptitude reinstall dpkg", for example) fixes this problem.

I think this problem should not affect the latest Hardy CD (8.04.1), since it contains dpkg_1.14.16.6ubuntu4_i386.deb.

I'm not sure if this should be reported against dpkg or debian-installer, but decided to go with the latter.

Perhaps chroot-setup.sh needs to use a proper diversion rather than just moving the file aside.
