Nagios3 is in Main, so the maintainer should be set to Ubuntu Core Devlopers, not MOTU. See https://wiki.ubuntu.com/DebianMaintainerField for details. Other than that, it looks good. I'd probably sponsor it (and just make that change myself), except I'm just about to collapse and head to bed.

A couple of remarks:
- "urgency" is not used in Ubuntu, so it should just remain "low"
- bug 301542 should be mentioned as "closed by this update" in the changelog
