Binary package hint: gnome-media
The normal behavior of the scroll wheel on various volume widgets seems to be scroll-up to increase volume, scroll-down to decrease it. There are several widgets in the new gnome-volume-
"Input volume" under the Input tab
Each of the individual application sliders under the Applications tab
They decrease volume on scroll-up, and increase on scroll-down.

Thanks for the report, not confirming that works fine for me, scrolling up increase the volume and scrolling down decrease it, could you try with another new user created on your system? thanks.
