netcfg/dhcp_timeout doesn't take effect when installing

Bug Description
When installing the latest daily current image for Hardy, 20090108.2, I have a preseed file which specifies:
d-i netcfg/dhcp_timeout string 120
When attempting to negotiate an IP address with the DHCP server during the early stages of installation, the timeout seems to be much shorter. It barely waits 10 seconds when reaching 50% of the timeout, so it seems that even the default timeout of 60 seconds is not even respected.

- Use 'auto <interface>' for all interfaces, dropping allow-hotplug
which doesn't work with current udev.
- Call /usr/lib/

- Bump the DHCP timeout to 30 seconds.
