Keyboard layout based on language and not chosen layout

Bug Description

I have seen a bunch of similar bugs in reports, but I don't know if it's exactly the same problem and this seems pretty important so I'll try to make it as clear as possible :

-I tried to install Edubuntu Dapper Flight5 via Vmplayer on my Ubuntu Breezy.
-I'm French and wanted to see how far the translation process went in this language, so I choosed French for installation language via "F2 Language" in the installation menu
-I use a spanish keyboard, so I choosed this layout via "F3 Keymap"
-But then, the keyboard layout used during installation and after installation was "French", i.e. the chosen language, not the chosen keyboard layout.

I tried this process several times, with "German", "French", "Spanish" and "English" as either language or keymap, but the selected keymap was always the chosen language.

I did'nt try outside Vmplayer - but I definitely don't think the problem comes from the virtual machine - neither with Ubuntu or Kubuntu Flight5.

Same problem in Ubuntu Dapper Flight 5. Choosing Norwegian keyboard with F3 in the boot menu, then English language afterwards. The resulting keyboard layout in xorg.conf is "us".

The /proc/cmdline contained the correct kbdchooser/method=no-latin1.
