"Ubuntu Book Excerpt" doesn't show book excerpt (shows "Welcome to Ubuntu" instead)

Bug Description

In Ubuntu Dapper, with everything up to date (including gnome-panel 2.14.1-0ubuntu16 and example-content 21), when I choose "System" > "Help" > "Ubuntu Book Excerpt", Yelp opens to a page entitled "Welcome to Ubuntu 6.06 LTS!". There is no mention of any Ubuntu book on this page.

As far as I remember this was fixed just in time for dapper release.

I'm not running Dapper any more, and in Edgy it correctly opens the Web page for me.
