Reassigning to the base-files package.

The /etc/motd.tail is created by base-files. See etc/motd in that package.

I'm not sure I agree with your suggested change as is.

At the very least, I think we should have some logic that determines if you're running the server or the desktop, and conditionally points to:
 http://help.ubuntu.com/
or
 http://ubuntu.com/server/doc

I assumed this was only shown on server.

I agree completely with your proposal as it appears as well when someone ssh to a desktop as I just checked.
