Eucalyptus-SC doesn't ask the cluster-name question

Bug Description

It seems that doing a single Eucalyptus SC install would fail: the cluster-name debconf question is only asked while doing an CC installation:

~/src/eucalyptus/lucid/debian$ grep cluster-name *
changelog: * Add eucalyptus/cluster-name to CC preseed file.
eucalyptus-cc.config: db_input high eucalyptus/cluster-name || true
eucalyptus-cc.postinst: db_get eucalyptus/cluster-name

Tested with current Lucid UEC installer
You end up with no /etc/eucalyptus/eucalyptus-sc.conf or SC_NAME defined, so publication fails, so autoregistration fails as well.

    eucalyptus.conf to a manpage, LP: #458211
