This package is quite MMX-specific, so can only build on x86-family architectures.

Re your questions:

1. The upstream is at http://hem.passagen.se/ja_linux/, they probably are not interested in details of Ubuntu packaging. This package is presently not part of Debian, so no need to report there.

2. According to current policy (https://wiki.ubuntu.com/DebianMaintainerField), the Maintainer field should be changed to Ubuntu Developers <ubuntu-devel-discuss@l.u.c>. Previous version of the policy prescribed changing the field to Ubuntu Core Developers <ubuntu-devel-discuss@l.u.c> for packages in main and to Ubuntu MOTU Developers <ubuntu-motu@l.u.c.> for packages in universe. You still see that old-style changes here and there. For this upload, I changed the Maintainer according to the current policy.

Also, the syntax for closing this bug was incorrect (should be LP: #511952 not LP#: 511952), I corrected it. You can see if it's OK by checking for Launchpad-Bugs-Fixed field in the .changes file.
