I also would like to report this as bug.
I use Dapper and I realized that in phplib-adodb in control we got:

Depends: debconf, php5 | php5-cgi

While this library works perfectly also with php4

So please add this to dependency:

Depends: debconf. php5 | php5-cgi | php4 | php4-cgi

  * Fix: Malone Bug #5165 in libphp-adodb (Ubuntu): "libphp-adodb in Breezy has
    dependency to php5" (Debian: #333600, #351266)
  * Include suggestion from Debian #335380, making php5 default, but letting
    it usable with php4 as well.
  * Run debconf-updatepo
