Please re-sync with debian, there's a newer version

Bug Description

Please notice the binay package was renamed to php-doc, instead of phpdoc. No change was made to the source package name.

We seem to have blacklisted and dropped this package and php-doc at some point, please sync php-doc from debian, it should go to multiverse.

Okay, I just downloaded the latest upstream PHP docs, and it looks like they've switched from their homebrew license (which did make it non-distributable) to an Open Publication License, which is indeed non-free, but distributable. If we want this in multiverse, I won't object terribly.
