[Lucid]Ubiquity does not display Welcome screen in Kubuntu (It does in Ubuntu)

Bug Description

When installing Kubuntu to my VMs, I noticed that when ubiquity runs, it
does not display the Welcome screen. Instead, it opens directly on the
Time Zone page and the Back button is greyed out.

On Ubuntu, however, Ubiquity opens at the Welcome page. I only noticed
this because I wanted to try the "Update the Installer" link to update
the daily build's ubiquity (the amd64 Kubuntu disk has 2.1.33) to 2.1.35
to see if a different bug was resolved.

However, since Ubiquity in Kubuntu opens to the TZ page instead of the
Welcome page, I can not update ubiquity prior to installation.

These installs are done on a VirtualBox VM configured as follows:

1 Processor (host is a quad core i7 system running Karmic)
1024MB RAM (host has 4096MB)
Intel NIC.
16GB disk file

I am launching Ubiquity by selecting "Install Ubuntu" or "Install
Kubuntu" from the boot menu.
