"You are not an official translator" should be informational, not warning

Bug Description

Someone who is not an official translator gets an orange "You are not an official translator" warning at the top of every page of translations they do. This is annoying, and these people aren't in danger of significant loss. The warning-ness of the message may be contributing to the problem where people are too eager to join translation teams even when they're not yet skilled translators.

Solution: change this message to an informational one ("i" icon).

I've changed this to not use a notification at all, because it's not an interesting or unusual event.

Well, it's an interesting info, because otherwise people will not know why their translations are not applied.

We are supposed to move this to an info message at the end of the page instead of a notification message as it's atm.

Are you going to do it?

Yes, I've done it. Sorry, I should have said: "I've changed this to use ordinary text next to the 'Save & Continue' button, rather than a notification".
