queue tool seems confused about NEWness

Bug Description

Check "q info 90538"

You'll see a binary upload that's in the NEW queue, but no indication of which (if any) binary is NEW, despite other uploads seeming to get this right. Have we gone back to accidentally tagging translations as new, or some such, or is this a whole new bug?

Okay, as it turns out, almost all the binaries from that upload are NEW, so it's curious that the queue tool isn't displaying them as such. They are, however, all arch:all packages, if perhaps that may point out where to look for the bug...

Yes, definatelly something wrong and related with arch:all. Need to investigate it better. Thank you for reporting this.

Looks like the binaries in question was previously removed so nascentupload did the right thing marking the build as NEW, but queue still considering them *known* because it retrieves REMOVED publishing records via IDARBP.releases.
The fix will make queue code to look in IDARBP.currentrelease, no side-effect is expected.
