Should be able to add a bug watch by entering the URL

Bug Description

The method of adding a bug watch should involve entering the bug report's URL, not choosing a bug tracker then entering a bug number.

I'm currently working on this.

BTW, the IntegrityError was caused by not choosing a bug tracker, and that bug has been fixed already.
