[UVF Exception] Sync to gnustep-make 1.13.0-1 from Debian unstable

Bug Description

Reason:

Some gnustep packages in edgy depend on gnustep-back0.10 which was built from gnustep-back. The current version of gnustep-back builds now gnustep-back0.11. A rebuild of the affected packages doesn't work as this dependency is created by libgnustep-gui0.10.
After updating gnustep-gui libgnustep-gui0.11 will create correct depends on gnustep-back0.11 and the FTBFS of gnustep-back will also be fixed (build-depends on libgnustep-gui-dev >= 0.11.0).

But gnustep-gui build-depends on libgnustep-base-dev >= 1.13.0. gnustep-base build-depends on gnustep-make >= 1.13.0.

Therefore the request for an UVF exception for gnustep-make. The other two will follow soon.

Please sync gnustep-make 1.13.0-1 from Debian unstable (main).

The Ubuntu package has no changes.

The package builds clean in an edgy pbuilder.

   * Move wrapper scripts out of /usr/bin (since they're not meant to be

   * Output error message if wrapper scripts called directly.
