Bug Description
As described in bug #62976, we still allowing duplicated source uploads in NEW and UNAPPROVED queue.
By duplicated we can read: items target to the same source name and version, but probably with different contents.
So as suggested in bug #62976, the workarround will consist of:
* commit changes in DB for each item processed in a queue action batch, so data model integrity check will be effective.
* fix queue *fetch* action to not overwrite files in disk, it will allow users to inspect duplicated queue items properly.
this workaround is implemented in my `queue-ui`, under review.
