edgy netinstall fails on selecting language

Bug Description

I'm netbooting Ubuntu 6.10 for i386, built on 20060711ubuntu13, with the files provided from this directory:

http://archive.ubuntu.com/ubuntu/dists/edgy/main/installer-i386/current/images/netboot/ubuntu-installer/

At the point where I can choose a language, the keyboard freezes: can't hit enter, can't hit tab, can't hit ctrl-alt-F1.

By the way, the netboot for dapper worked fine on the same hardware.

Are you using iLO or ALOM or similar equipment to access the machine?

No, I am accessing the machine directly using a monitor and keyboard.

If you can't switch ttys, this sounds like a kernel-level hang. It's certainly not console-setup since that hasn't even run yet.
