Binary package hint: apt
After performing any installation of any package using apt-get install or using the Synaptic installer, Ubuntu does not force a restart. Howeverit should do so because changes to the configuration leaves the system quite unstable.
After installation of any package, for example MP3 files cannot be played, MPEG failes can't be watched and the audio hardware is undetected. One needs to restart the machine to get his audio device running fine.

There is usually no need to restart the machine after installing a package. Its very strange that sound stops working for you. So just to be clear: before you run e.g.:
$ sudo apt-get install 3dchess
all works fine (you can listen to music etc). But after that that is no longer possible?
