I'll try to provide a patch when my dist-upgrade finishes. It's no big deal anyway.

As promised, a patch. I think it is reasonable to assume that speech-dispatcher doesn't need to run during initial boot and after shutdown, so 0 1 6 is a reasonable value for LSB stop.
