This was discussed on lkml, and in response the version check was removed from input-utils. So we should probably pull in the latest upstream to avoid this problem in the future.

Upstream seems to now be located here:

The attached source package files represent the current state of the debian source package tree and an import of the latest upstream source snapshot. I am attempting to contact the debian developer to upload the new source package there, but in the meantime we should upload this package.

It includes a fix for this bug. We will no longer have to rebuild input-utils when the evdev proto is bumped.
