Installer asks for WEP key even when none is required

Bug Description

I installed using a PCMCIA WiFi card (Avaya, Orinoco). The installer offered me
this option together with the LAN option. I chose it because I thought it would
be harder and more interesting. The first thing the installer did was ask me for
the WEP key. We run a WiFi LAN with no WEP key, so this is unnecesary. The
installer should try without a WEP key and only ask if one is required.

This question will go away when we start running at DEBCONF_PRIORITY=critical,
but I'm not 100% sure if netcfg will go back and try again if an empty WEP key
fails. We'll need to test that.

Sync requested. I don't have a network with a WEP key and can't really set one
up without getting in the way of other people in the house; does anyone else on
the team have one?

Sync completed, and I've bumped DEBCONF_PRIORITY to critical, so you should no
longer see this question with tomorrow's CDs. It remains to be seen whether
netcfg will deal gracefully with requiring a WEP key; I expect somebody will
file a new bug if they test that.
