Bug Description
A ticket currently has separate links for "Link Existing Bug" and "Create Bug Report". Which of them is appropriate depends on whether the problem is already reported as a bug, which you are unlikely to know. Therefore these links could be combined (perhaps as "This is a Bug") into a page that lets you search for the bug and report it if it isn't reported already.
