I experience this problem in latest Feisty too and this prevent me from compiling some stuff... I hope this can be fixed soon.

libxml++2.6 (2.17.1-0ubuntu2) feisty; urgency=low

  * debian/libxml++2.6-dev.install:
    - also install usr/lib/libxml++-2.6/include/libxml++config.h,
