First run of libpam-poldi fails

Bug Description

  affects /ubuntu/poldi

The poldi PAM module is skipped the first time that it's used. It does
give a warning about the pcsc daemon not being available and starts it,
but doesn't use the card.

This means that after a reboot, the first login always fails.
