Oops links should be LP-developer-only, and/or not in ~jamesh/

Much as we love jamesh, and despite Oops links being inaccessible to the general public, it looks a little unprofessional for Oops codes to be linked to devpad.canonical.com/~jamesh/oops.cgi/something.

Some combination of these should be implemented:
(a) oops.cgi should be moved to a non-tilde directory on devpad.canonical.com (or maybe even its own oops.launchpad.net);
(b) Oops codes should be auto-linked only if you are logged in as a member of Launchpad developers;
(c) auto-linked Oops codes should be preceded by a padlock icon.
