Scrollback behavior needs better integration with existing terminals and user expectations

Bug Description
In using byobu, the #1 thing that makes me want to throw my mouse is the scrollback. alt-pgup the pgup/pgdn works great in recent versions. However, I never discovered this on my own, and even then, it puts you into copy/paste mode which seems to require [enter][enter] to exit. It would make more sense to just have alt-pgup and alt-pgdn just scroll up/down and not be in full screen copy/paste mode.

Which improves matters.
Should also open up a bug against screen to fix this incorrect error message:
process.c:2085: Msg(0, "Must be on a window layer");
I'll handle that.
