Change Password in User Accounts panel focuses "New password" field, skipping "Current password"

Bug Description
In the User Accounts panel, find the option to change a user's password. A dialog appears asking for the current password, the new password, and a hint. The New password field is focused by default, even though this field is below the Current password field. This can communicate to the end user that the Current password is not necessary, but the password cannot be changed until the current password field is filled in.
