Bug Description

in an ac100 install it can happen that we run out of memory and the kernel invokes the OOM killer ... to prevent that zram is enabled in the kernel but the userspace handling for initializing zram on boot is missing. the ac100-tarball-installer needs to put the right initialization bits in place until ubuntu has a way of generally handling zram devices.
