Uses different alternative link than the mesa driver

Bug Description

nvidia-tegra sets up a ld.so.conf.d file named differently from the one used in mesa for the EGL alternatives, so both paths end up in the runtime linker search path . By default it seems mesa's is found first.
Would using arm-linux-gnueabi_EGL.conf not be a better choice thus allowing update alternatives to select between the two implementations?

  * Clean up packaging.
   - switch to 3.0(quilt) format
   - switch to dh from cdbs
   - drop x86/amd64 and other unused parts from rules file
   - add package description
  * Use the same alternatives link name for EGL as Mesa does. (LP: #911192)
