Bug Description
Since Natty the list of languages in various language choosers has consisted of available translations, and each option has consisted of a language code such as 'de' or 'en_GB', not a complete locale name. In Oneiric and Precise that list is provided by accountsservice.
In lightdm, which is designed to serve multiple distributions, the code that supports greeter language choosers simply provides a list of installed locales derived from the 'locale -a' command.

Thank you for your work, I will assume that's correct since we had a similar change before, I probably overlooked that during the update, thanks for the work ;-)
