Subscription without any filters does not work

Bug Description
If you activate a subscription without adding any filters to it, geis_grail_backend does not activate the internal grail subscription.
The result is that this geis subscription doesn't get any gesture events at all instead of getting *all* gesture events, as it should (since it's not being filtered).
