Bug Description

Just as three touch clickfinger actions are disabled, three touch taps must be disabled by default as well. For most users, this won't be a change because gnome-settings-daemon is already disabling three touch taps.

See https://lists.ubuntu.com/archives/ubuntu-desktop/2012-February/003694.html for an explanation of why.
