MAAS requires new version of oops_amqp 0.0.6

Bug Description

There's a new version of oops_amqp (0.0.6) which includes support for both pymongo and bson BSON libraries.

MAAS requires this version to be able to run, so the package needs an update as well, or we see errors such as: https://pastebin.canonical.com/64844/

When the bin/* scripts are generated by buildout, they system packages take precedence from the eggs ones, so as a workaround developers can use oops_amqp from pypi and update their bin/* paths manually. (Unless someone know how to tell buildout to always use the eggs first when building the path)
