Parser now dual licensed GPL/LGPL

Written for Remote Apache Management tool by TAC one on 2012-04-26

The parser, and some related files and tests have now been relicensed under LGPL and GPL v. 3.

This will make it easier to use Rapache's Apache parser within commecial projects.
