WACS 0.8.6 - new release - update dist/new tools

Wacs 0.8.6 is now out! This release updates the packages to support Ubuntu 11.04 and Fedora 14 and 15. It includes some neat cosmetic changes and it includes a new schema update tool to ease the migration to the new 0.9.x release series due to be released soon.
