missing libatlas-dev dependency for libshogun-dev

Ubuntu 11.04
libshogun-dev needs libatlas-dev but the package management does not seem to be aware of the dependency.

Ubuntu's config.h in libshogun-dev indicates HAVE_ATLAS which trigers #include <atlas/clapack.h> which is part of libatlas-dev. But libatlas-dev was not installed as a dependency of libshogun-dev, it should be added to the package.

I've sponsored your work now.

Please for next time, ensure you have you provide a debdiff so that we don't have to look directly in the ppa for the diff.

Also, I replaced the libatlas-dev dependency to libatlas-base-dev to align with the build dependencies of the package.
